As\u00ed pues las Comunidades Aut\u00f3nomas firmantes de los respectivos convenios, plantean el tipo de actuaciones: vivienda de nueva construcci\u00f3n, en cada una de sus tipolog\u00edas, alojamientos protegidos, actuaciones de rehabilitaci\u00f3n de viviendas y edificios, adquisici\u00f3n y urbanizaci\u00f3n de suelo, que prev\u00e9n desarrollar en cada uno de los a\u00f1os del cuatrienio 2009 \u2013 2012 (se except\u00faa Andaluc\u00eda, que tiene un Plan de Vivienda concertado y convenido que se extiende desde 2008 \u2013 2012). <o:p><\/o:p><\/span><\/p>\n<p class=\"MsoSubtitle\" style=\"margin-left: 18pt;\"><span style=\"font-weight: normal;font-family:Arial;font-size:10pt;\"  ><o:p> <\/o:p><\/span><\/p>\n<p class=\"MsoSubtitle\"><span style=\"font-weight: normal;font-family:Arial;font-size:10pt;\"  >El esquema jur\u00eddico utilizado por las Comunidades Aut\u00f3nomas suele ser parecido al siguiente:<o:p><\/o:p><\/span><\/p>\n<p class=\"MsoSubtitle\" style=\"margin-left: 18pt; text-indent: -18pt;\"><!--[if !supportLists]--><span style=\"font-weight: normal;font-family:Symbol;font-size:10pt;\"  ><span style=\"\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\">         <\/span><\/span><\/span><!--[endif]--><span style=\"font-weight: normal;font-family:Arial;font-size:10pt;\"  >Ley de la Vivienda (en la que suelen incluirse disposiciones sobre el R\u00e9gimen de Protecci\u00f3n<span style=\"\">  <\/span>Publica)<o:p><\/o:p><\/span><\/p>\n<p class=\"MsoSubtitle\" style=\"margin-left: 18pt; text-indent: -18pt;\"><!--[if !supportLists]--><span style=\"font-weight: normal;font-family:Symbol;font-size:10pt;\"  ><span style=\"\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\">         <\/span><\/span><\/span><!--[endif]--><span style=\"font-weight: normal;font-family:Arial;font-size:10pt;\"  >Normas T\u00e9cnicas de Dise\u00f1o y Calidad de la Viviendas de Protecci\u00f3n Publica y que suelen completarse con las disposiciones sobre <\/span><span style=\";font-family:Arial;font-size:10pt;\"  >Condiciones M\u00ednimas de Habitabilidad<\/span><span style=\"font-weight: normal;font-family:Arial;font-size:10pt;\"  > en las Viviendas en general<o:p><\/o:p><\/span><\/p>\n<p class=\"MsoSubtitle\"><span style=\"font-weight: normal;font-family:Arial;font-size:10pt;\"  ><o:p> <\/o:p><\/span><\/p>\n<p class=\"MsoSubtitle\"><span style=\"font-weight: normal;font-family:Arial;font-size:10pt;\"  >En definitiva los ep\u00edgrafes de desarrollo de cada Comunidad Aut\u00f3noma, suponen el desarrollo de los siguientes temas:.<o:p><\/o:p><\/span><\/p>\n<p class=\"MsoSubtitle\"><span style=\"font-weight: normal;font-family:Arial;font-size:10pt;\"  ><o:p> <\/o:p><\/span><\/p>\n<p class=\"MsoSubtitle\"><span style=\";font-family:Arial;font-size:10pt;\"  >A) AMBITOS TERRITORIALES HOMOGENEOS<o:p><\/o:p><\/span><\/p>\n<p class=\"MsoSubtitle\" style=\"margin-left: 35.4pt;\"><span style=\"font-weight: normal;font-family:Arial;font-size:10pt;\"  >Describiendo los \u00e1mbitos declarados por el Ministerio de la Vivienda como de Precio M\u00e1ximo Superior de los Grupos A, B y C de acuerdo con <st1:personname productid=\"la Orden VIV\" st=\"on\">la <\/st1:personname><\/span><meta equiv=\"Content-Type\" content=\"text\/html; text-align: justify;\"><span style=\"font-size:10pt;\">Agrupando en una misma tabla, las tipolog\u00edas existentes de viviendas, en venta o en alquiler, as\u00ed como los alojamientos protegidos, las superficies \u00fatiles m\u00ednimas y m\u00e1ximas, los ingresos de los compradores o arrendatarios, con respecto al numero de veces el IPREM, los coeficientes m\u00e1ximos aplicables, en cada zona geogr\u00e1fica, para obtener, en cada tipolog\u00eda, los precios m\u00e1ximos de venta o de referencia para alquiler., <b style=\"\"><o:p><\/o:p><\/b><\/span><\/p>\n<p class=\"MsoBodyText\" style=\"text-align: justify;\"><b style=\"\"><span style=\"font-size:10pt;\"><o:p> <\/o:p><\/span><\/b><\/p>\n<p class=\"MsoBodyText\" style=\"text-align: justify;\"><b style=\"\"><span style=\"font-size:10pt;\">C) ARRENDAMIENTO CON OPCION DE COMPRA<o:p><\/o:p><\/span><\/b><\/p>\n<p class=\"MsoBodyText\" style=\"margin-left: 35.4pt; text-align: justify;\"><span style=\"font-size:10pt;\">Las caracter\u00edsticas esenciales de esta nueva figura: destinatarios, plazo del arrendamiento y renta inicial m\u00e1xima, plazo m\u00e1ximo para el ejercicio de la opci\u00f3n de compra, de precio de venta y porcentaje de descuento sobre las rentas abonadas en el periodo de arrendamiento.<o:p><\/o:p><\/span><\/p>\n<p class=\"MsoBodyText\" style=\"text-align: justify;\"><b style=\"\"><span style=\"font-size:10pt;\"><o:p> <\/o:p><\/span><\/b><\/p>\n<p class=\"MsoBodyText\" style=\"text-align: justify;\"><b style=\"\"><span style=\"font-size:10pt;\">D) COMPUTO DE SUPERFICES<o:p><\/o:p><\/span><\/b><\/p>\n<p class=\"MsoBodyText\" style=\"margin-left: 35.4pt;
