Las <b style=\"\">\u00c1reas de Renovaci\u00f3n Urbana o ARUS<\/b>, es un programa contenido en dicho Plan, que consiste fundamentalmente en las siguientes actuaciones:<\/span><\/p>\n<p class=\"MsoBodyText\" style=\"margin: 0cm 0cm 0.0001pt 36pt; text-align: justify; text-indent: -18pt;\"><span style=\"font-size: 11pt; font-family: Arial;\"><span style=\"\">a)<span style=\"font: 7pt &quot;Times New Roman&quot;;\">      <\/span><\/span><\/span><b style=\"\"><span style=\"font-size: 11pt; font-family: Arial;\">Renovaci\u00f3n integral de barrios<\/span><\/b><span style=\"font-size: 11pt; font-family: Arial;\"> o conjunto de edificios de viviendas que precisan actuaciones de demolici\u00f3n y sustituci\u00f3n de los edificios, incluyendo, en su caso, procesos de realojamiento temporal de los residentes.<\/span><\/p>\n<p class=\"MsoBodyText\" style=\"margin: 0cm 0cm 0.0001pt 36pt; text-align: justify; text-indent: -18pt;\"><span style=\"font-size: 11pt; font-family: Arial;\"><span style=\"\">b)<span style=\"font: 7pt &quot;Times New Roman&quot;;\">      <\/span><\/span><\/span><span style=\"font-size: 11pt; font-family: Arial;\">Urbanizaci\u00f3n o <b style=\"\">reurbanizaci\u00f3n<\/b><\/span><\/p>\n<p class=\"MsoBodyText\" style=\"margin: 0cm 0cm 0.0001pt 36pt; text-align: justify; text-indent: -18pt;\"><span style=\"font-size: 11pt; font-family: Arial;\"><span style=\"\">c)<span style=\"font: 7pt &quot;Times New Roman&quot;;\">      <\/span><\/span><\/span><b style=\"\"><span style=\"font-size: 11pt; font-family: Arial;\">Mejora de la accesibilidad<\/span><\/b><span style=\"font-size: 11pt; font-family: Arial;\"> de sus espacios p\u00fablicos&#8230;<\/span><\/p>\n<p class=\"MsoBodyText\" style=\"text-align: justify;\"><span style=\"font-size: 11pt; font-family: Arial;\">Las ARUS <b style=\"\">deber\u00e1n cumplir<\/b> las siguientes condiciones<b style=\"\"> <\/b>(art. 50 del RD 2066\/2008)<b style=\"\"> <\/b><\/span><\/p>\n<p class=\"MsoBodyText\" style=\"margin: 0cm 0cm 0.0001pt 36pt; text-align: justify; text-indent: -18pt;\"><span style=\"font-size: 11pt; font-family: Symbol;\"><span style=\"\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\">         <\/span><\/span><\/span><span style=\"font-size: 11pt; font-family: Arial;\">Declaradas como tales por las CCAA<\/span><\/p>\n<p class=\"MsoBodyText\" style=\"margin: 0cm 0cm 0.0001pt 36pt; text-align: justify; text-indent: -18pt;\"><span style=\"font-size: 11pt; font-family: Symbol;\"><span style=\"\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\">         <\/span><\/span><\/span><span style=\"font-size: 11pt; font-family: Arial;\">El per\u00edmetro del \u00e1mbito habr\u00e1 de incluir un conjunto agrupado de <b style=\"\">al menos 4 manzanas de edificios, o m\u00e1s de 200 viviendas.<\/b><\/span><\/p>\n<p class=\"MsoBodyText\" style=\"margin: 0cm 0cm 0.0001pt 36pt; text-align: justify; text-indent: -18pt;\"><span style=\"font-size: 11pt; font-family: Symbol;\"><span style=\"\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\">         <\/span><\/span><\/span><span style=\"font-size: 11pt; font-family: Arial;\">Las viviendas y edificios a rehabilitar deber\u00e1n tener una <b style=\"\">antig\u00fcedad superior a 30 a\u00f1os.<\/b><\/span><\/p>\n<p class=\"MsoBodyText\" style=\"margin: 0cm 0cm 0.0001pt 36pt; text-align: justify; text-indent: -18pt;\"><span style=\"font-size: 11pt; font-family: Symbol;\"><span style=\"\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\">         <\/span><\/span><\/span><span style=\"font-size: 11pt; font-family: Arial;\">La mayor parte de las viviendas incluidas deber\u00e1n <b style=\"\">encontrase por debajo de los est\u00e1ndares m\u00ednimos<\/b> establecidos en la Ley de Ordenaci\u00f3n de la Edificaci\u00f3n y regulados en el C\u00f3digo T\u00e9cnico de la Edificaci\u00f3n<\/span><\/p>\n<p class=\"MsoBodyText\" style=\"margin: 0cm 0cm 0.0001pt 36pt; text-align: justify; text-indent: -18pt;\"><span style=\"font-size: 11pt; font-family: Symbol;\"><span style=\"\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\">         <\/span><\/span><\/span><b style=\"\"><span style=\"font-size: 11pt; font-family: Arial;\">Al menos un 60% de la edificabilidad<\/span><\/b><span style=\"font-size: 11pt; font-family: Arial;\"> existente, o de la resultante seg\u00fan<span style=\"\">  <\/span>el planeamiento aprobado para el ARU deber\u00e1 estar <b style=\"\">destinada al uso residencial<\/b>.<\/span><\/p>\n<p class=\"MsoBodyText\" style=\"margin: 0cm 0cm 0.0001pt 36pt; text-align: justify; text-indent: -18pt;\"><span style=\"font-size: 11pt; font-family: Symbol;\"><span style=\"\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\">         <\/span><\/span><\/span><span style=\"font-size: 11pt; font-family: Arial;\">Solo podr\u00e1n acogerse a la financiaci\u00f3n la vivienda resultante de la renovaci\u00f3n, sujeta a alguno de los regimenes establecidos en este Real Decreto.<\/span><\/p>\n<p>    <span style=\"font-size: 11pt; font-family: Symbol;\"><span style=\"\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\">         <\/span><\/span><\/span><b style=\"\"><span style=\"font-size: 11pt; font-family: Arial;\">En el momento de solicitar la financiaci\u00f3n,<\/span><\/b><span style=\"font-size: 11pt; font-family: Arial;\"> las ARUS incluidas o vinculadas a operaciones de reforma interior que hayan necesitado una nueva ordenaci\u00f3n pormenorizada, o la aprobaci\u00f3n del instrumento de equidistribuci\u00f3n que corresponda, <b style=\"\">deber\u00e1n contar, al menos, con la probaci\u00f3n inicial del instrumento urban\u00edstico que proceda.<\/b><\/span><b style=\"\"><span style=\"font-size: 11pt; font-family: Arial;\"><br \/><\/span><\/b>  <\/p>\n<p class=\"MsoBodyText\" style=\"text-align: justify;\"><span style=\"font-size: 11pt; font-family: Arial;\">El planteamiento de este tipo de actuaciones incluir\u00e1 un compromiso del promotor de acometer <b style=\"\">un m\u00ednimo del 50% de las viviendas protegidas de la actuaci\u00f3n en un plazo m\u00ednimo de 3 a\u00f1os, <\/b>desde el acuerdo de la comisi\u00f3n creada al efecto para la aprobaci\u00f3n de la financiaci\u00f3n. <\/span><\/p>\n<p class=\"MsoBodyText\" style=\"text-align: justify;\"><span style=\"font-size: 11pt; font-family: Arial;\">Se calculara el <b style=\"\">presupuesto protegible, <\/b><span style=\"\"> <\/span>coste m\u00e1ximo de las viviendas protegidas a sustituir, que ser\u00e1 el <b style=\"\">85% del precio m\u00e1ximo de venta<\/b> de una vivienda protegida del mismo r\u00e9gimen, calificada en el momento de suscripci\u00f3n del acuerdo d refinanciaci\u00f3n y en la mismas ubicaci\u00f3n, con una superficie \u00fatil m\u00e1xima, a efectos de financiaci\u00f3n de 90  metros cuadrados. Si la actuaci\u00f3n afectara a mas de 500 viviendas, dicho porcentaje se reducir\u00e1 al 80%.<\/span><\/p>\n<p class=\"MsoBodyText\" style=\"text-align: justify;\"><span style=\"font-size: 11pt; font-family: Arial;\">En el programa Gestinmo se establecen las condiciones para determinar si una determinada operaci\u00f3n puede recibir el tratamiento de rehabilitaci\u00f3n protegida, a efectos fiscales y de financiacion y, en este caso, se calculan y determinan los presupuestos protegibles y financiacion y subvenciones previstas.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>El Plan Estatal de Vivienda y Rehabilitaci\u00f3n 2009 \u2013 2012 (RD 2066\/2008), vigente, hace especial hincapie en la Rehabilitaci\u00f3n Protegida.
