concedidos si<br \/>\ntiene una alta probabilidad de incumplimiento.<\/b> Como por ejemplo es el caso<br \/>\nde todos los cr\u00e9ditos concedidos al sector inmobiliario. El<br \/>\nresultado no puede ser mas alentador ya que ellos cifran las necesidades en <b style=\"mso-bidi-font-weight: normal;\">59.300 millones de euros, cifra muy<br \/>\ninferior a lo esperado. Finalmente se van a pedir algo menos de 40.000 millones<\/b><\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\nPero queda un asunto por<br \/>\nresolver, adem\u00e1s de otras condiciones menores, el de si la cifra del pr\u00e9stamo<br \/>\nes no computable en el d\u00e9ficit publico.<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\nNo obstante, las autoridades<br \/>\neuropeas y los mercados, a trav\u00e9s de la <b style=\"mso-bidi-font-weight: normal;\">prima<br \/>\nde riesgo,<\/b> que no cesa de situarse en niveles elevados, siguen <b style=\"mso-bidi-font-weight: normal;\">presionando a Espa\u00f1a para que cree el banco<br \/>\nmalo en el que se \u201centierren\u201d<\/b> (es nuestra opini\u00f3n) los activos del sector,<br \/>\npara que duerman el sue\u00f1o de los justos, en espera de tiempos mejores, sin que<br \/>\nnadie les eche en falta por un largo periodo de tiempo. <b style=\"mso-bidi-font-weight: normal;\">Pero esta operaci\u00f3n, l\u00f3gicamente, cuesta dinero, <\/b>alguien tiene que<br \/>\ncomprar estos activos \u201ct\u00f3xicos\u201d, y el Gobierno tiene una prioridad (por lo<br \/>\nmenos as\u00ed lo manifiesta): que no le cueste dinero al contribuyente.<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\nPara ello <b style=\"mso-bidi-font-weight: normal;\">hay que buscar un equilibrio entre el valor en libros<\/b> a los que las<br \/>\nentidades de cr\u00e9dito se adjudicaron dichos activos (l\u00f3gicamente a valoraciones<br \/>\ndel 2007 o anteriores, que ahora est\u00e1n muy desfasadas de los valores de mercado,<br \/>\nsi es que estos existen, <b style=\"mso-bidi-font-weight: normal;\">y el valor por<br \/>\nel que el banco malo los va a adquirir, <\/b>ya que si no los adquiere a precios<br \/>\nde autentica \u201cganga\u201d no los podr\u00e1 enajenar con beneficios en un futuro.<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\n<b style=\"mso-bidi-font-weight: normal;\">Si el precio de \u201cganga\u201d es inferior al precio de adquisici\u00f3n inicial<br \/>\nmenos la provisi\u00f3n dotada, es evidente que las entidades de cr\u00e9dito perder\u00e1n en<br \/>\nla operaci\u00f3n<\/b> y, en consecuencia ver\u00e1n m\u00e1s deteriorados su balance y, en el<br \/>\ncaso de las entidades nacionalizadas, que est\u00e1n obligados a realizar la<br \/>\noperaci\u00f3n, su agujero ser\u00e1 mayor.<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\nParece ser que <b style=\"mso-bidi-font-weight: normal;\">el Gobierno<\/b>, aceptando los criterios<br \/>\nimpuestos desde Bruselas, tiene despejada la inc\u00f3gnita, y <b style=\"mso-bidi-font-weight: normal;\">ha establecido unos precios de adquisici\u00f3n<\/b> que se derivan de<br \/>\nefectuar unos <b style=\"mso-bidi-font-weight: normal;\">descuentos medios sobre el<br \/>\nvalor en libros de los inmuebles<\/b> de las siguientes cuantias:<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"border-bottom: solid windowtext 1.0pt; Pues parece que por la via de la negociaci\u00f3n dirigida al<br \/>\nsostenimiento del sistema por un lado y por que el coste para el contribuyente<br \/>\nsea nulo.<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\n<b style=\"mso-bidi-font-weight: normal;\">A nuestro juicio esta aseveraci\u00f3n puede ser una falacia de grandes<br \/>\nproporciones<\/b> porque nadie ha entrado en la consideraci\u00f3n del verdadero<br \/>\nvalor de los inmuebles en cuesti\u00f3n.<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\n<b style=\"mso-bidi-font-weight: normal;\">En el caso de viviendas terminadas, unas 680.000 seg\u00fan las cifras que<br \/>\nse manejan, el tema puede ser claro<\/b>, ya que se conoce una estimaci\u00f3n<br \/>\nbastante fiable de la baja de precios de este tipo de inmuebles (entre un 30 %<br \/>\ny un 50% son las cifras que se manejan), <b style=\"mso-bidi-font-weight: normal;\">pero<br \/>\nel problema se agrava en el caso del suelo<\/b>, en nuestro criterio por dos<br \/>\nmotivos fundamentales:<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"margin-left: 36.0pt; mso-list: l1 level1 lfo2; tab-stops: list 36.0pt; text-align: justify; text-indent: -18.0pt;\">\n<span style=\"mso-list: Ignore;\">a)<span style=\"font: 7.0pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span>El desarrollo final del suelo requiere de un esfuerzo<br \/>\ninversor de relativa importancia al que no sabemos si estar\u00e1n o uno dispuestos los<br \/>\ngestores de la nueva entidad, o si lo podr\u00e1n realizar.<\/div>\n<div style=\"margin-left: 36.0pt; mso-list: l1 level1 lfo2; tab-stops: list 36.0pt; text-align: justify; text-indent: -18.0pt;\">\n<span style=\"mso-list: Ignore;\">b)<span style=\"font: 7.0pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span><b style=\"mso-bidi-font-weight: normal;\">El suelo a<br \/>\ngestionar<\/b> deriva de planteamientos urban\u00edsticos de la d\u00e9cada 1997 \u2013 2007,<br \/>\nlo que supone, no ya que fueron adquiridos excesivamente caros, efecto que se<br \/>\npodia paliar con el precio de \u201cganga\u201d, sino por que <b style=\"mso-bidi-font-weight: normal;\">derivan en la mayoria de ellos de planteamientos \u201cfara\u00f3nicos\u201d que hoy<br \/>\ndia son inasumibles<\/b>.<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\n<b style=\"mso-bidi-font-weight: normal;\">Aqu\u00ed esta el verdadero problema de valoraci\u00f3n del suelo<\/b>, cupos<br \/>\nprecios se barajan que han sufrido una merma de hasta el 70 % de su valor<br \/>\ninicial.
