style=\"mso-bidi-font-weight: normal;\">\u00bfC\u00f3mo afectara al sector inmobiliario el<br \/>\nSAREB?.<\/b> Respuesta que, para iniciar su contestaci\u00f3n,<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>previamente necesita de las explicaciones que<br \/>\nhemos dado en los t\u00edtulos anteriores, que como ya hemos indicado, <b style=\"mso-bidi-font-weight: normal;\">contienen todav\u00eda muchas dudas<\/b>, a la<br \/>\nespera, no solo de la publicaci\u00f3n del Reglamento, sino de las expectativas sobre<br \/>\nla normalizaci\u00f3n y crecimiento del sector inmobiliario.<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\n<b style=\"mso-bidi-font-weight: normal;\">Evidentemente la venta de viviendas que efectue el SAREB<\/b>, salvo a<br \/>\nlas empresas intermediarias comercializadoras de estos productos, <b style=\"mso-bidi-font-weight: normal;\">para las promotoras ser\u00e1 un lastre<\/b>, que<br \/>\npersistir\u00e1 hasta que finalice su comercializaci\u00f3n, por tres motivos<br \/>\nfundamentales:<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"margin-left: 36.0pt; mso-list: l0 level1 lfo1; tab-stops: list 36.0pt; text-align: justify; text-indent: -18.0pt;\">\n<span style=\"mso-list: Ignore;\">a)<span style=\"font: 7.0pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span>Precios de venta bajos, con los que es dif\u00edcil competir<\/div>\n<div style=\"margin-left: 36.0pt; mso-list: l0 level1 lfo1; tab-stops: list 36.0pt; text-align: justify; text-indent: -18.0pt;\">\n<span style=\"mso-list: Ignore;\">b)<span style=\"font: 7.0pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span>Financiaci\u00f3n, la poca que existe, se dedicara a estos<br \/>\nclientes.<\/div>\n<div style=\"margin-left: 36.0pt; mso-list: l0 level1 lfo1; tab-stops: list 36.0pt; text-align: justify; text-indent: -18.0pt;\">\n<span style=\"mso-list: Ignore;\">c)<span style=\"font: 7.0pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span>El desfase existente en los planteamientos urban\u00edsticos<br \/>\ndesde que se aprobaron hasta la fecha<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\nEste punto ultimo esa nuestro<br \/>\njuicio, el que va a ser mas dif\u00edcil de resolver, ya que en su momento en un<br \/>\nsuelo calificado como urbanizable se part\u00eda de unos par\u00e1metros urban\u00edsticos<br \/>\nperfectamente definidos:<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"margin-left: 36.0pt; mso-list: l1 level1 lfo2; tab-stops: list 36.0pt; text-align: justify; text-indent: -18.0pt;\">\n<span style=\"mso-list: Ignore;\">A)<span style=\"font: 7.0pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span>Cesiones de suelo para infraestructuras y dem\u00e1s centros<br \/>\nadministrativos o sociales de utilidad publica.<\/div>\n<div style=\"margin-left: 36.0pt; mso-list: l1 level1 lfo2; tab-stops: list 36.0pt; text-align: justify; text-indent: -18.0pt;\">\n<span style=\"mso-list: Ignore;\">B)<span style=\"font: 7.0pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span>Reserva de suelo para la construcci\u00f3n de VPP.<\/div>\n<div style=\"margin-left: 36.0pt; mso-list: l1 level1 lfo2; tab-stops: list 36.0pt; text-align: justify; text-indent: -18.0pt;\">\n<span style=\"mso-list: Ignore;\">C)<span style=\"font: 7.0pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span>Cesi\u00f3n del 10 % de aprovechamiento, como cifra<br \/>\ngeneralmente aplicada.<\/div>\n<div style=\"margin-left: 36.0pt; mso-list: l1 level1 lfo2; tab-stops: list 36.0pt; text-align: justify; text-indent: -18.0pt;\">\n<span style=\"mso-list: Ignore;\">D)<span style=\"font: 7.0pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span>Deber de costear \u00edntegramente la ejecuci\u00f3n de la<br \/>\nurbanizaci\u00f3n con sus conexiones a las redes generales de infraestructuras.<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\nEn funci\u00f3n de estos par\u00e1metros se<br \/>\ndeterminaba un valor del suelo, caracterizado por dos factores:<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\nVALOR DEL SUELO = VALOR del<br \/>\nAprovechamiento X 0,9 \u2013 COSTE Urbanizaci\u00f3n<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\nY, evidentemente con <b style=\"mso-bidi-font-weight: normal;\">este esquema<\/b> funcionaba en el periodo<br \/>\ndel \u201cboom\u201d 1997 \u2013 2007, pero desde ese a\u00f1o <b style=\"mso-bidi-font-weight: normal;\">empez\u00f3<br \/>\na desequilibrase<\/b>, y por cada a\u00f1o, aumentaba el desfase, ya que:<\/div>\n<div style=\"margin-left: 72.0pt; mso-list: l0 level2 lfo1; tab-stops: list 72.0pt; text-align: justify; text-indent: -18.0pt;\">\n<b style=\"mso-bidi-font-weight: normal;\"><span style=\"mso-list: Ignore;\">A)<span style=\"font: 7.0pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp; <\/span><\/span><\/b>por<br \/>\nun lado como se ha constatado realmente, <b style=\"mso-bidi-font-weight: normal;\">el<br \/>\nvalor del aprovechamiento esta disminuyendo cada vez m\u00e1s.<\/b><\/div>\n<div style=\"margin-left: 72.0pt; mso-list: l0 level2 lfo1; tab-stops: list 72.0pt; text-align: justify; text-indent: -18.0pt;\">\n<span style=\"mso-list: Ignore;\">B)<span style=\"font: 7.0pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span>Por otro, <b style=\"mso-bidi-font-weight: normal;\">el<br \/>\ncoste de urbanizaci\u00f3n<\/b>, determinado en funci\u00f3n de par\u00e1metros de calidad, hoy<br \/>\ndia poco sostenibles, <b style=\"mso-bidi-font-weight: normal;\">se mantiene<\/b><br \/>\nsensiblemente en los mismos niveles iniciales.<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\n<b style=\"mso-bidi-font-weight: normal;\">La combinaci\u00f3n de estas dos tendencias disminuyen evidentemente el<br \/>\nvalor del suelo, hasta unos niveles de un 70 % &#8211; 80 %<\/b> como se puede<br \/>\nconstatar `por las rebajas establecidas en el dise\u00f1o del banco malo entre otras<br \/>\nestad\u00edsticas concluyentes sobre el mercado, que por otro lado presenta una<br \/>\nausencia de transacciones evidente.<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\nHasta aqu\u00ed podr\u00eda parecer<br \/>\ncentrado el problema es un tema de valoraci\u00f3n, pero <b style=\"mso-bidi-font-weight: normal;\">\u00bfqu\u00e9 pasa si, como es f\u00e1cil de suponer, esta ecuaci\u00f3n da valores<br \/>\nnegativos del suelo<\/b>?. La respuesta es que <b style=\"mso-bidi-font-weight: normal;\">la operaci\u00f3n es inviable<\/b>.<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\nY, <b style=\"mso-bidi-font-weight: normal;\">\u00bfqu\u00e9 deberia hacer la nueva entidad gestora para resolverlo?.<\/b> Pues<br \/>\nnegociar con el Ayuntamiento un <b style=\"mso-bidi-font-weight: normal;\">cambio<br \/>\nde par\u00e1metros urban\u00edsticos<\/b>.<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\n<b style=\"mso-bidi-font-weight: normal;\">Y es en este punto donde mas podr\u00eda ayudar al sector la aparici\u00f3n de<br \/>\nesta nueva entidad,<\/b> ya que actualmente las empresas promotoras propietarias<br \/>\nde suelo, que tengan la ecuaci\u00f3n en negativo, se podrian ver beneficiadas por<br \/>\nla aparici\u00f3n en el mercado des este nuevo ente que tiene el poder de tener<br \/>\nresuelta la financiaci\u00f3n.<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\nSolamente hemos se\u00f1alado una<br \/>\nalternativa de las muchas que existir\u00e1n, dado la diversidad de circunstancias<br \/>\ncon las que pueden encontrarse las empresas inmobiliarias, por lo que el<br \/>\nan\u00e1lisis de esta diversidad de situaciones se hace muy prolijo de contemplar.
