Para las Viviendas de Protecci\u00f3n Oficial (VPO) cuya legislaci\u00f3n<br \/>\ntodav\u00eda no esta derogada, en su normativa de nivel estatal se exig\u00eda que el<br \/>\nvalor del suelo incluido el presupuesto de las obras de urbanizaci\u00f3n no<br \/>\nexcediera de los siguientes limites:<\/div>\n<div style=\"margin-left: 21.75pt; mso-list: l0 level1 lfo2; tab-stops: list 21.75pt; text-align: justify; text-indent: -18pt;\">\n<span style=\"mso-list: Ignore;\">&#8211;<span style=\"font: 7pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span>Para promociones de hasta 500 viviendas \u2026\u2026.. 15 %<\/div>\n<div style=\"margin-left: 21.75pt; mso-list: l0 level1 lfo2; tab-stops: list 21.75pt; text-align: justify; text-indent: -18pt;\">\n<span style=\"mso-list: Ignore;\">&#8211;<span style=\"font: 7pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span>Para promociones de mas de 500 viviendas \u2026\u202620 %<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\nEs pues, evidente, que en <b style=\"mso-bidi-font-weight: normal;\">donde existan estas limitaciones combinadas<br \/>\ncon un porcentaje de reserva de suelo para construir VPP o VPO<\/b>, en la<br \/>\nvaloraci\u00f3n de suelo del \u00e1mbito de actuaci\u00f3n urban\u00edstica <b style=\"mso-bidi-font-weight: normal;\">se producir\u00e1n tres efectos econ\u00f3micos<\/b> importantes:<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\n1\u00ba .- Una <b style=\"mso-bidi-font-weight: normal;\">disminuci\u00f3n general del valor del suelo urbanizado<\/b> del sector o \u00e1mbito<br \/>\nde actuaci\u00f3n ya que un porcentaje de dicho suelo tiene una limitaci\u00f3n de valor<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\n2\u00ba Un <b style=\"mso-bidi-font-weight: normal;\">problema de reparto del coste de la urbanizaci\u00f3n entre VPP y Vivienda<br \/>\nLibre (VL) <\/b>cuyo reparto ya no seria en funci\u00f3n de la edificabilidad de cada<br \/>\ntipologia sino en funci\u00f3n de otros par\u00e1metros como podr\u00eda ser el de su valor de<br \/>\nmercado.<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\n3\u00ba.- En muchos casos el coste de<br \/>\nla urbanizaci\u00f3n, por si solo, podr\u00eda superar el l\u00edmite conjunto legalmente<br \/>\nadmisible, con lo cual se producir\u00e1 una imputaci\u00f3n del coste de urbanizaci\u00f3n <b style=\"mso-bidi-font-weight: normal;\">excedente que se trasladara al porcentaje<br \/>\nconstruible de vivienda libre, cuyo precio subir\u00e1 autom\u00e1ticamente<\/b> y el<br \/>\nmercado deber\u00e1 absorberlo.<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\nDe todos es sabido que el coste<br \/>\nde las VPP, incluyendo precio de adquisici\u00f3n de suelo, costes de urbanizaci\u00f3n,<br \/>\nedificaci\u00f3n y otros gastos, deja muy poco margen de beneficio a los promotores<br \/>\nde esta tipologia de viviendas, que est\u00e1n asumiendo peque\u00f1os m\u00e1rgenes de<br \/>\nbeneficio, en primer lugar por la seguridad de su venta, que hasta este momento<br \/>\nera un valor seguro ya que la demanda exced\u00eda con mucho a la oferta, para la<br \/>\nque adem\u00e1s estaba garantizada, pr\u00e1cticamente, salvo casos de muy poca<br \/>\nsolvencia, la financiaci\u00f3n de un porcentaje elevado del precio de venta. El<br \/>\nacometer VPP era un fen\u00f3meno bastante generalizado entre constructores que<br \/>\nsacrificaban el poco margen por conseguir cartera de obras para cubrir<br \/>\nexclusivamente gastos generales y conseguir as\u00ed sobrevivir a la crisis. <\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\nEn estos momentos de crisis y<br \/>\nexceso de oferta la situaci\u00f3n ha cambiado radicalmente, existiendo numerosos<br \/>\ncasos de promociones que ya terminadas no han conseguido cubrir la promoci\u00f3n o<br \/>\nlo consiguen con grandes dificultades, fen\u00f3meno unido a que la escasa oferta<br \/>\nexistente tiene dificultades de conseguir la financiaci\u00f3n necesaria <\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\nEn sucesivas entregas expondremos<br \/>\nmediante un ejemplo num\u00e9rico estos asuntos que configuran los nuevos criterios<br \/>\nde viabilidad de las promociones inmobiliarias.<\/div>\n","protected":false},"excerpt":{"rendered":"<p>En anteriores consultas hemos planteado los efectos econ\u00f3micos de la exigencia en las leyes del suelo de la reserva de suelo para construir VPP.
