Generalidades"},"content":{"rendered":"<p><\/p>\n<div style=\"margin-bottom: 11.0pt; mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; text-align: justify; text-autospace: none;\">\n<span lang=\"ES\" style=\"font-family: Arial; font-size: 11.0pt; mso-bidi-font-size: 12.0pt;\">El BOE de<br \/>\n10 de abr de 2013, publica el<b> <i>Real Decreto 233\/2013, de 5 de abril, por el que se regula<br \/>\nel Plan Estatal de fomento del alquiler de viviendas, la rehabilitaci\u00f3n<br \/>\nedificatoria, y la regeneraci\u00f3n y renovaci\u00f3n urbanas, 2013-2016.<o:p><\/o:p><\/i><\/b><\/span><\/div>\n<div style=\"margin-bottom: 11.0pt; mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; text-align: justify; text-autospace: none;\">\n<span lang=\"ES\" style=\"font-family: Arial; font-size: 11pt;\">Simplemente<br \/>\nla denominaci\u00f3n de dicho Plan es suficientemente clarificador, ya que explicita<br \/>\nclaramente sus objetivos de fomento al alquiler, la rehabilitaci\u00f3n de edificios<br \/>\nexistentes y la regeneraci\u00f3n y renovaci\u00f3n urbana. Su texto no habla, salvo en<br \/>\nlas disposiciones transitorias de las Vivienda de Protecci\u00f3n P\u00fablica (VPP) ni<br \/>\ntampoco plantea ayuda ninguna para el promotor de dichas actuaciones, que<br \/>\nsimplemente no existe.<o:p><\/o:p><\/span><\/div>\n<div style=\"margin-bottom: 11.0pt; mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; text-align: justify; text-autospace: none;\">\n<span lang=\"ES\" style=\"font-family: Arial; font-size: 11pt;\">Parte<br \/>\nde los siguientes supuestos:<o:p><\/o:p><\/span><\/div>\n<div style=\"margin-bottom: 11.0pt; margin-left: 39.0pt; margin-right: 0cm; margin-top: 0cm; mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; mso-list: l0 level1 lfo1; tab-stops: list 39.0pt; text-align: justify; text-autospace: none; text-indent: -21.0pt;\">\n<!--[if !supportLists]--><span lang=\"ES\" style=\"font-family: Arial; font-size: 11pt;\">a)<span style=\"font-family: 'Times New Roman'; font-size: 7pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span><!--[endif]--><span lang=\"ES\" style=\"font-family: Arial; font-size: 11pt;\">En Espa\u00f1a existe un<br \/>\nparque de viviendas de cerca de 26 millones y solo el 17 % de las mismas est\u00e1n<br \/>\nen r\u00e9gimen de alquiler, cuando en los paises europeos de nuestro entorno el<br \/>\nporcentaje de viviendas en alquiler se eleva hasta el 38 % de media.<o:p><\/o:p><\/span><\/div>\n<div style=\"margin-bottom: 11.0pt; margin-left: 39.0pt; margin-right: 0cm; margin-top: 0cm; mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; mso-list: l0 level1 lfo1; tab-stops: list 39.0pt; text-align: justify; text-autospace: none; text-indent: -21.0pt;\">\n<!--[if !supportLists]--><span lang=\"ES\" style=\"font-family: Arial; font-size: 11pt;\">b)<span style=\"font-family: 'Times New Roman'; font-size: 7pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span><!--[endif]--><span lang=\"ES\" style=\"font-family: Arial; font-size: 11pt;\">El parque actual de<br \/>\nviviendas esta muy deteriorado y no esta adaptado a las nuevas normativas de<br \/>\ncalidad, ahorro energ\u00e9tico, accesibilidad, etc., lo que constituye un foco<br \/>\npeligroso de sostenibilidad econ\u00f3mica y medio ambiental.<o:p><\/o:p><\/span><\/div>\n<div style=\"margin-bottom: 11.0pt; margin-left: 39.0pt; margin-right: 0cm; margin-top: 0cm; mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; mso-list: l0 level1 lfo1; tab-stops: list 39.0pt; text-align: justify; text-autospace: none; text-indent: -21.0pt;\">\n<!--[if !supportLists]--><span lang=\"ES\" style=\"font-family: Arial; font-size: 11pt;\">c)<span style=\"font-family: 'Times New Roman'; font-size: 7pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span><!--[endif]--><span lang=\"ES\" style=\"font-family: Arial; font-size: 11pt;\">Efectivamente desde<br \/>\nese punto de vista es m\u00e1s sostenible acometer la reforma del parque actual de<br \/>\nviviendas que fomentar la ejecuci\u00f3n de nuevas promociones con la utilizaci\u00f3n<br \/>\nmasiva de suelo como ha venido ocurriendo en \u00e9pocas pasadas.<o:p><\/o:p><\/span><\/div>\n<div style=\"margin-bottom: 11.0pt; margin-left: 39.0pt; margin-right: 0cm; margin-top: 0cm; mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; mso-list: l0 level1 lfo1; tab-stops: list 39.0pt; text-align: justify; text-autospace: none; text-indent: -21.0pt;\">\n<!--[if !supportLists]--><span lang=\"ES\" style=\"font-family: Arial; font-size: 11pt;\">d)<span style=\"font-family: 'Times New Roman'; font-size: 7pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span><!--[endif]--><span lang=\"ES\" style=\"font-family: Arial; font-size: 11pt;\">El \u201cboom\u201d del sector<br \/>\ninmobiliario ha terminado con 680.000 viviendas <\/span><span lang=\"ES\" style=\"font-family: Arial; font-size: 11pt;\">terminadas sin vender<o:p><\/o:p><\/span><\/div>\n<div style=\"text-align: justify;\">\n<span lang=\"ES\" style=\"font-family: Arial; font-size: 11.0pt;\">De acuerdo a estas razones el Plan con un horizonte<br \/>\ntemporal de cuatro a\u00f1os, &nbsp;explicita los<br \/>\nsiguientes ocho &nbsp;&nbsp;programas de ayudas;<o:p><\/o:p><\/span><\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"margin-top: 8.0pt; mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; text-align: justify; text-autospace: none; text-indent: 17.0pt;\">\n<span lang=\"ES\" style=\"font-family: Arial; font-size: 11.0pt;\">1. Programa de subsidiaci\u00f3n<br \/>\nde pr\u00e9stamos convenidos.<o:p><\/o:p><\/span><\/div>\n<div style=\"mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; text-align: justify; text-autospace: none; text-indent: 17.0pt;\">\n<\/div>\n<div style=\"mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; text-align: justify; text-autospace: none; text-indent: 17.0pt;\">\n<span lang=\"ES\" style=\"font-family: Arial; font-size: 11.0pt;\">2. Programa de ayuda al alquiler de<br \/>\nvivienda.<o:p><\/o:p><\/span><\/div>\n<div style=\"mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; text-align: justify; text-autospace: none; text-indent: 17.0pt;\">\n<\/div>\n<div style=\"mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; text-align: justify; text-autospace: none; text-indent: 17.0pt;\">\n<span lang=\"ES\" style=\"font-family: Arial; font-size: 11.0pt;\">3. Programa de fomento del parque<br \/>\np\u00fablico de vivienda de alquiler.<o:p><\/o:p><\/span><\/div>\n<div style=\"mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; text-align: justify; text-autospace: none; text-indent: 17.0pt;\">\n<\/div>\n<div style=\"mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; text-align: justify; text-autospace: none; text-indent: 17.0pt;\">\n<span lang=\"ES\" style=\"font-family: Arial; font-size: 11.0pt;\">4. Programa de fomento de la<br \/>\nrehabilitaci\u00f3n edificatoria.<o:p><\/o:p><\/span><\/div>\n<div style=\"mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; text-align: justify; text-autospace: none; text-indent: 17.0pt;\">\n<\/div>\n<div style=\"mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; text-align: justify; text-autospace: none; text-indent: 17.0pt;\">\n<span lang=\"ES\" style=\"font-family: Arial; font-size: 11.0pt;\">5. Programa de fomento de la<br \/>\nregeneraci\u00f3n y renovaci\u00f3n urbanas.<o:p><\/o:p><\/span><\/div>\n<div style=\"mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; text-align: justify; text-autospace: none; text-indent: 17.0pt;\">\n<\/div>\n<div style=\"mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; text-align: justify; text-autospace: none; text-indent: 17.0pt;\">\n<span lang=\"ES\" style=\"font-family: Arial; font-size: 11.0pt;\">6. Programa de apoyo a la<br \/>\nimplantaci\u00f3n del informe de evaluaci\u00f3n de los edificios.<o:p><\/o:p><\/span><\/div>\n<div style=\"mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; text-align: justify; text-autospace: none; text-indent: 17.0pt;\">\n<\/div>\n<div style=\"mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; text-align: justify; text-autospace: none; text-indent: 17.0pt;\">\n<span lang=\"ES\" style=\"font-family: Arial; font-size: 11.0pt;\">7. Programa para el fomento de<br \/>\nciudades sostenibles y competitivas.<o:p><\/o:p><\/span><\/div>\n<div style=\"mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; text-align: justify; text-autospace: none; text-indent: 17.0pt;\">\n<\/div>\n<div style=\"mso-layout-grid-align: none; mso-line-height-alt: 10.05pt; text-align: justify; text-autospace: none; text-indent: 17.0pt;\">\n<span lang=\"ES\" style=\"font-family: Arial; font-size: 11.0pt;\">8. Programa de apoyo a la<br \/>\nimplantaci\u00f3n y gesti\u00f3n del Plan.<o:p><\/o:p><\/span><\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<div style=\"text-align: justify;\">\n<span lang=\"ES\" style=\"font-family: Arial; font-size: 11.0pt;\">El mecanismo de gesti\u00f3n de estas ayudas o<br \/>\nsubvenciones se establece mediante asignaci\u00f3n presupuestaria al Ministerio de Fomento<br \/>\nque a su vez, transferir\u00e1 a las Comunidades Aut\u00f3nomas y ciudades de Ceuta y<br \/>\nMelilla (en adelante CCAA) para a trav\u00e9s de convenios de colaboraci\u00f3n con estas<br \/>\ndistribuir entre ellas las actuaciones necesarias.
