de 2014 sigue vigente en 2020; especialmente en cuanto a que ya no hay valores nacionales de referencia, por lo que creemos que tiene interes el escenario que describe.&nbsp;<\/p>\n<p>Y a que algunas CCAA han bajado sus modulos de VPP, especialmente en cuanto a los tipos de rentas para alquiler<\/p>\n<p>Si hubiera interes en reactivar el mercado de VPP, \u00e9ste seria uno de los primeros temas a tener en cuenta.&nbsp;<\/p>\n<div class=\"separator\" style=\"clear: both; text-align: center;\"><a Ministros anuncia que empieza<br \/>\na liberar fondos para los correspondientes convenios con las CCAA <\/span><\/div>\n<div class=\"MsoNoSpacing\">\n<\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\n<span face=\"&quot;Arial&quot;,&quot;sans-serif&quot;\" lang=\"ES\" style=\"font-size: 11pt; mso-bidi-font-weight: bold;\">Pues bien, en Castilla y Le\u00f3n y, en el texto de la Ley citada, se dan<br \/>\nrespuesta a todas estas cuestiones y, <b>en consecuencia, durante el a\u00f1o 2014<br \/>\nse pueden seguir calificando promociones de VPP<\/b> para la venta en sus tres<br \/>\ntipolog\u00edas: R\u00e9gimen General, R\u00e9gimen Especial y Precio Limitado.<\/span><\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\n<br \/>\n<!--more--><\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\n<span face=\"&quot;Arial&quot;,&quot;sans-serif&quot;\" lang=\"ES\" style=\"font-size: 11pt; mso-bidi-font-weight: bold;\">Por todo ello podemos afirmar que en las CCAA de Navarra y Castilla y<br \/>\nLe\u00f3n, todav\u00eda existen este tipo de Viviendas con Protecci\u00f3n Publica.<\/span><\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\n<\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\n<span face=\"&quot;Arial&quot;,&quot;sans-serif&quot;\" lang=\"ES\" style=\"font-size: 11pt; mso-bidi-font-weight: bold;\">Es un hecho constatado <b>que desde que se inicio en 2007 la crisis<\/b><br \/>\ndel sector inmobiliario, <b>los precios de venta de las viviendas libres han<br \/>\nido bajando hasta acercarse mucho a los precios m\u00e1ximos de venta de las VPP<\/b><br \/>\nfijados hasta 31 de diciembre de 2012 por:<\/span><\/div>\n<div class=\"MsoNoSpacing\" style=\"margin-left: 39pt; mso-list: l0 level1 lfo1; text-align: justify; text-indent: -18pt;\">\n<span lang=\"ES\" style=\"font-family: Symbol; font-size: 11pt; mso-bidi-font-family: Symbol; mso-bidi-font-weight: bold; mso-fareast-font-family: Symbol;\"><span style=\"mso-list: Ignore;\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span><\/span><span face=\"&quot;Arial&quot;,&quot;sans-serif&quot;\" lang=\"ES\" style=\"font-size: 11pt; mso-bidi-font-weight: bold;\">un modulo b\u00e1sico<br \/>\nestatal de MBE = 758 euros\/m2 \u00fatil y <\/span><\/div>\n<div class=\"MsoNoSpacing\" style=\"margin-left: 39pt; mso-list: l0 level1 lfo1; text-align: justify; text-indent: -18pt;\">\n<span lang=\"ES\" style=\"font-family: Symbol; font-size: 11pt; mso-bidi-font-family: Symbol; mso-bidi-font-weight: bold; mso-fareast-font-family: Symbol;\"><span style=\"mso-list: Ignore;\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br \/>\n<\/span><\/span><\/span><span <\/span><\/div>\n<div class=\"MsoNoSpacing\" style=\"margin-left: 3pt; text-align: justify;\">\n<\/div>\n<div class=\"MsoNoSpacing\" style=\"margin-left: 3pt; text-align: justify;\">\n<span face=\"&quot;Arial&quot;,&quot;sans-serif&quot;\" lang=\"ES\" style=\"font-size: 11pt; mso-bidi-font-weight: bold;\">A partir de 1 de enero de 2013 este mecanismo queda sin aplicaci\u00f3n por no<br \/>\nhaberse publicado el nuevo Plan estatal de Vivienda 2013 \u2013 2016 pero publicado<br \/>\neste, en abril de 2013 no figura en su texto ninguna menci\u00f3n a estos<br \/>\npar\u00e1metros.<\/span><\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\n<\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\n<b><span face=\"&quot;Arial&quot;,&quot;sans-serif&quot;\" lang=\"ES\" style=\"font-size: 11pt;\">Se entiende pues, que<br \/>\nlas VPP para venta o alquiler quedaban sin financiaci\u00f3n cualificada <\/span><\/b><span face=\"&quot;Arial&quot;,&quot;sans-serif&quot;\" lang=\"ES\" style=\"font-size: 11pt; mso-bidi-font-weight: bold;\">por parte del Estado, que debe aportar, en su caso las CCAA, cuya<br \/>\nlegislaci\u00f3n en esta materia queda vigente.<\/span><\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\n<\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\n<span face=\"&quot;Arial&quot;,&quot;sans-serif&quot;\" lang=\"ES\" style=\"font-size: 11pt; mso-bidi-font-weight: bold;\">El problema es que <b>para fijar los precios m\u00e1ximos de venta y las<br \/>\nrentas<\/b> iniciales m\u00e1ximas, en el caso, de alquileres, <b>la legislaci\u00f3n<br \/>\nauton\u00f3mica se basaba en el m\u00f3dulo (MBE)<\/b> al que se le aplicaban coeficientes<br \/>\nauton\u00f3micos que no superaban los m\u00e1ximos estatales, que, por otro lado no<br \/>\nestaban vigentes.<\/span><\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\n<\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\n<span face=\"&quot;Arial&quot;,&quot;sans-serif&quot;\" lang=\"ES\" style=\"font-size: 11pt; mso-bidi-font-weight: bold;\">Muchas CCAA establec\u00edan, con estos criterios b\u00e1sicos, unos precios<br \/>\nm\u00e1ximos de venta y referencia en el caso de alquiler, que se establec\u00edan en su<br \/>\ntexto legislativo.<\/span><\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\n<\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\n<b><span face=\"&quot;Arial&quot;,&quot;sans-serif&quot;\" lang=\"ES\" style=\"font-size: 11pt;\">As\u00ed pues, las CCAA<br \/>\nque establec\u00edan estos precios pod\u00edan seguir calificando VPP en base a su<br \/>\nlegislaci\u00f3n propia, mientras que las que se apoyaban en MBE se quedaban sin<br \/>\nalternativa legal<\/span><\/b><span face=\"&quot;Arial&quot;,&quot;sans-serif&quot;\" lang=\"ES\" style=\"font-size: 11pt; mso-bidi-font-weight: bold;\">.<\/span><\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\n<\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\n<span face=\"&quot;Arial&quot;,&quot;sans-serif&quot;\" lang=\"ES\" style=\"font-size: 11pt; mso-bidi-font-weight: bold;\">As\u00ed viene sucediendo hasta la fecha, salvo en dos CCAA que ponen un poco<br \/>\nde orden en dicho desconcierto y apuestan claramente por la continuidad del<br \/>\nmodelo de las VPP, que son Navarra y Castilla y Le\u00f3n.<\/span><\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\n<\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\n<b><span face=\"&quot;Arial&quot;,&quot;sans-serif&quot;\" lang=\"ES\" style=\"font-size: 11pt;\">En la Comunidad Foral<br \/>\nde Navarra, con un r\u00e9gimen foral propio, se limitan a conservar el precio para<br \/>\n2012, 2013 y 2014<\/span><\/b><span face=\"&quot;Arial&quot;,&quot;sans-serif&quot;\" lang=\"ES\" style=\"font-size: 11pt; mso-bidi-font-weight: bold;\">, mientras que <b>en la Comunidad<br \/>\nde Castilla y Le\u00f3n son mas realistas<\/b> y, consecuentes con la situaci\u00f3n del<br \/>\nmercado,<span style=\"mso-spacerun: yes;\">&nbsp; <\/span><b>deciden aplicar un 20 % de<br \/>\nrebaja, <\/b>aplicable hasta el 23 de diciembre de 2015, <b>a los precios<br \/>\nm\u00e1ximos<\/b> existentes con el mecanismo anteriormente descrito, basado en el modulo.<\/span><\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\n<\/div>\n<div class=\"MsoNoSpacing\" style=\"text-align: justify;\">\n<b><span face=\"&quot;Arial&quot;,&quot;sans-serif&quot;\" lang=\"ES\" style=\"font-size: 11pt;\">Desde este Blog<br
