justify;\">\n<span style=\"background-color: white;\">en anteriores publicaciones venimos desarrollando una idea que nos<br \/>\ninquieta sobre el futuro de la VPP, bas\u00e1ndonos en la \u00faltima legislaci\u00f3n publicada,<br \/>\nla <b style=\"mso-bidi-font-weight: normal;\">del Pais Vasco<\/b> (Ley del Suelo y<br \/>\nUrbanismo del Pa\u00eds Vasco) que, mucho nos tememos, <b style=\"mso-bidi-font-weight: normal;\">este marcando una tendencia, cuanto menos inquietante<\/b><\/span><\/div>\n<p><span style=\"background-color: white;\"><\/p>\n<p><\/span><\/p>\n<div style=\"text-align: justify;\">\n<\/div>\n<p><span style=\"background-color: white;\"><\/p>\n<p><\/span><\/p>\n<h3 style=\"text-align: justify;\">\n<span style=\"background-color: white;\"><b style=\"mso-bidi-font-weight: normal;\">EST\u00c1NDARES URBAN\u00cdSTICOS Y DENSIDAD DE POBLACI\u00d3N<\/b><\/span><\/h3>\n<p><span style=\"background-color: white;\"><\/p>\n<p><\/span><\/p>\n<div style=\"text-align: justify;\">\n<span style=\"background-color: white;\"><b style=\"mso-bidi-font-weight: normal;\">Art\u00edculo 78.\u2013<\/b> <b style=\"mso-bidi-font-weight: normal;\">Est\u00e1ndares<br \/>\nm\u00ednimos para reserva de terrenos y derechos destinados a dotaciones p\u00fablicas de<br \/>\nla red de sistemas generales.<\/b><\/span><\/div>\n<p><span style=\"background-color: white;\"><\/p>\n<p><\/span><\/p>\n<div style=\"text-align: justify;\">\n<span style=\"background-color: white;\">1.\u2013 La ordenaci\u00f3n estructural de<br \/>\nlos planes generales de ordenaci\u00f3n urbana deber\u00e1 destinar a <b style=\"mso-bidi-font-weight: normal;\">dotaciones p\u00fablicas de la red de espacios<br \/>\nlibres para el uso de zonas verdes y parques urbanos una superficie de suelo no<br \/>\ninferior a 5 m2\/habitante previsto en el planeamiento,<\/b> incluida la<br \/>\nsuperficie ya existente. Esta reserva no computar\u00e1 a los efectos de la letra a)<br \/>\ndel apartado 2 del art\u00edculo siguiente.<\/span><\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<p><span style=\"background-color: white;\"><\/p>\n<p><\/span><\/p>\n<div style=\"text-align: justify;\">\n<span style=\"background-color: white;\">2.\u2013 A los solos efectos de lo<br \/>\ndispuesto en el p\u00e1rrafo anterior, se establece la correlaci\u00f3n de <b style=\"mso-bidi-font-weight: normal;\">1 habitante por 25 m2 de superficie<br \/>\nconstruida destinada al uso de vivienda en suelo urbano y urbanizable.<\/b> Esta<br \/>\nequivalencia podr\u00e1 ser revisada mediante normativa reglamentaria en funci\u00f3n de<br \/>\nla evoluci\u00f3n de la estructura familiar y de las caracter\u00edsticas medias de las<br \/>\nviviendas.<\/span><\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<p><span style=\"background-color: white;\"><\/p>\n<p><\/span><\/p>\n<div style=\"text-align: justify;\">\n<span style=\"background-color: white;\">3.\u2013 La ordenaci\u00f3n estructural de<br \/>\nlos planes generales de ordenaci\u00f3n urbana podr\u00e1 reservar con destino a dotaci\u00f3n<br \/>\nresidencial protegida la propiedad superficiante de los terrenos calificados<br \/>\npara viviendas sometidas a alg\u00fan r\u00e9gimen de protecci\u00f3n oficial, sin perjuicio<br \/>\nde que el r\u00e9gimen de ocupaci\u00f3n de dichas viviendas se pueda materializar bien<br \/>\nen derecho de superficie bien en arrendamiento.&nbsp;<\/span><\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<p><span style=\"background-color: white;\"><\/p>\n<p><\/span><\/p>\n<div style=\"text-align: justify;\">\n<span style=\"background-color: white;\"><b style=\"mso-bidi-font-weight: normal;\">Art\u00edculo 83.\u2013 Mantenimiento de densidades y est\u00e1ndares.<\/b><\/span><\/div>\n<p><span style=\"background-color: white;\"><\/p>\n<p><\/span><\/p>\n<div style=\"text-align: justify;\">\n<span style=\"background-color: white;\"><b style=\"mso-bidi-font-weight: normal;\">Los ter<\/b>renos que se clasifiquen como urbanos por ejecuci\u00f3n del<br \/>\nplaneamiento quedan sujetos a la limitaci\u00f3n de mantener en los \u00e1mbitos que se<br \/>\ndelimiten en futuras modificaciones de planeamiento, realizadas de forma<br \/>\nindependiente a los procesos de revisi\u00f3n de su planeamiento general, las<br \/>\nedificabilidades urban\u00edsticas m\u00ednimas y m\u00e1ximas as\u00ed como las superficies de<br \/>\nreserva de terrenos para dotaciones p\u00fablicas de la red de sistemas locales<br \/>\nestablecidos para el suelo urbanizable, en los t\u00e9rminos previstos en los<br \/>\nart\u00edculos 105 y 146 de esta ley.<\/span><\/div>\n<p><span style=\"background-color: white;\"><\/p>\n<p><\/span><\/p>\n<div style=\"text-align: justify;\">\n<\/div>\n<p><span style=\"background-color: white;\"><\/p>\n<p><\/span><\/p>\n<h4 style=\"text-align: justify;\">\n<span style=\"background-color: white;\"><b style=\"mso-bidi-font-weight: normal;\">RESERVA DE TERRENOS PARA ALOJAMIENTOS DOTACIONALES<\/b><\/span><\/h4>\n<p><span style=\"background-color: white;\"><\/p>\n<p><\/span><\/p>\n<div style=\"text-align: justify;\">\n<\/div>\n<p><span style=\"background-color: white;\"><\/p>\n<p><\/span><\/p>\n<div style=\"text-align: justify;\">\n<span style=\"background-color: white;\"><b style=\"mso-bidi-font-weight: normal;\">Art\u00edculo 81.\u2013 Est\u00e1ndares y cuant\u00edas m\u00ednimas de reservas para<br \/>\nalojamientos Dotacionales<\/b>.<\/span><\/div>\n<p><span style=\"background-color: white;\"><\/p>\n<p><\/span><\/p>\n<div style=\"text-align: justify;\">\n<span style=\"background-color: white;\">1.\u2013 El planeamiento urban\u00edstico<br \/>\nde municipios con poblaci\u00f3n igual o superior a 20.000 habitantes deber\u00e1<br \/>\ncalificar en \u00e1mbitos de uso predominantemente residencial con <b style=\"mso-bidi-font-weight: normal;\">destino a alojamientos dotacionales una<br \/>\nsuperficie de suelo no inferior a 1,5 metros cuadrados<br \/>\npor cada incremento de 100 metros cuadrados de techo de uso<br \/>\nresidencial<\/b> o, en defecto de su determinaci\u00f3n, por cada nueva vivienda<br \/>\nprevista en el planeamiento, o, en su caso, un porcentaje que d\u00e9 lugar, al<br \/>\nmenos, a dos parcelas independientes.<\/span><\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<p><span style=\"background-color: white;\"><\/p>\n<p><\/span><\/p>\n<div style=\"text-align: justify;\">\n<span style=\"background-color: white;\">2.\u2013 La localizaci\u00f3n concreta de<br \/>\nestos alojamientos dotacionales se realizar\u00e1 por la ordenaci\u00f3n urban\u00edstica<br \/>\npormenorizada en desarrollo de las determinaciones establecidas por la<br \/>\nordenaci\u00f3n estructural.<\/span><\/div>\n<div style=\"text-align: justify;\">\n<\/div>\n<p><span style=\"background-color: white;\"><\/p>\n<p><span style=\"font-family: &quot;Calibri&quot;,&quot;sans-serif&quot;; font-size: 11.0pt; line-height: 115%; mso-ansi-language: ES-TRAD; mso-bidi-font-family: &quot;Times New Roman&quot;; mso-bidi-language: AR-SA; mso-fareast-font-family: Calibri; mso-fareast-language:
