de esto es<br \/>\nla limitaci\u00f3n, incluida en la legislaci\u00f3n estatal y traspuesta sin dudarlo por<br \/>\nla legislaci\u00f3n auton\u00f3mica, sobre la obligatoriedad de incluir Vivienda Libre y<br \/>\nProtegida en cada nuevo sector que se desarrolle urban\u00edsticamente<\/span><\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<span style=\"font-size: 11.0pt; line-height: 114%;\">A primera vista, se<br \/>\ntrata de obligar a la creaci\u00f3n de Vivienda de protecci\u00f3n y, simult\u00e1neamente,<br \/>\nque \u00e9sta tipolog\u00eda no se agrupe y cabe creando guetos, lo cual es buena cosa,<br \/>\naunque aqu\u00ed el legislador deber\u00eda haber reflexionado un poco sobre por qu\u00e9<br \/>\nhacer VPP no es atractivo, cuando tienes ayudas de todo tipo y pr\u00e1cticamente la<br \/>\npromoci\u00f3n vendida antes de empezar <\/span><\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<b style=\"mso-bidi-font-weight: normal;\"><span style=\"font-size: 11.0pt; line-height: 114%;\">Pero la forma en que se \u201cobliga\u201d a desarrollar conjuntamente<br \/>\nen cada sector VPP y Libre produce que el precio de la Vivienda Libre se<br \/>\nencarezca<\/span><\/b><\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<b style=\"mso-bidi-font-weight: normal;\"><span style=\"font-size: 11.0pt; line-height: 114%;\">Caramba! Quien lo hubiera pensado!<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>(<\/span><\/b><span style=\"font-size: 11.0pt; line-height: 114%;\">Cualquiera con un l\u00e1piz y un papel que se hubiera puesto a<br \/>\nhacer una simulaci\u00f3n)<\/span><\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<span style=\"font-size: 11.0pt; line-height: 114%;\">La Vivienda Libre<br \/>\ntiene que soportar un sobreprecio por coste de repercusi\u00f3n de suelo y por coste<br \/>\nde adquisici\u00f3n que, l\u00f3gicamente incidir\u00e1 en el precio de venta de la misma.<\/span><\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<span style=\"font-size: 11.0pt; line-height: 114%;\">Un efecto a\u00f1adido a<br \/>\n\u00e9ste se produce cuando la legislaci\u00f3n de algunas CCAA limita el precio m\u00e1ximo<br \/>\nde repercusi\u00f3n del suelo urbanizado en las VPP. <\/span><\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<span style=\"font-size: 11.0pt; line-height: 114%;\">En este caso:<\/span><\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<span style=\"font-size: 11.0pt; line-height: 114%;\">Precio Adquisici\u00f3n<br \/>\nSuelo + Coste Urbanizaci\u00f3n &lt; X% Precio M\u00e1ximo de Venta<\/span><\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<span style=\"font-size: 11.0pt; line-height: 114%;\">Donde X suele oscilar<br \/>\nseg\u00fan tipolog\u00eda de las VPP entre el 15 % &#8211; 25 % <\/span><\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<span style=\"font-size: 11.0pt; line-height: 114%;\">A esto se unen los<br \/>\ncada vez m\u00e1s exigentes requisitos de calidad de las urbanizaciones que exigen<br \/>\nlos Ayuntamientos, con lo que puede resultar que solo el coste de la<br \/>\nurbanizaci\u00f3n sea muy superior a los l\u00edmites autorizados, sin contar con que<br \/>\nalgo tendremos que pagar por la adquisici\u00f3n del suelo con destino a las VPP.<\/span><\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<span style=\"font-size: 11.0pt; line-height: 114%;\">As\u00ed pues, en estos<br \/>\ncasos, y por este solo efecto, si coexisten VPP y Vivienda Libre, no hay m\u00e1s<br \/>\nremedio que aumentar la imputaci\u00f3n de la urbanizaci\u00f3n en exceso de una<br \/>\nimputaci\u00f3n racional, hacia la Vivienda Libre,<br \/>\ncon lo cual se aumenta el precio de venta de esta.<\/span><\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<span style=\"font-size: 11.0pt; line-height: 114%;\">El traslado de precios<br \/>\nde una tipolog\u00eda a otra se produce por las siguientes causas:<\/span><\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<\/div>\n<p><\/p>\n<ul>\n<li><span style=\"font-size: 11.0pt; line-height: 114%;\">Fijaci\u00f3n de un<br \/>\nporcentaje m\u00ednimo de edificabilidad destinada a la VPP en un sector de uso<br \/>\nresidencial.<\/span><\/li>\n<li><span style=\"font-size: 11.0pt;\">Fijaci\u00f3n de un n\u00famero m\u00e1ximo de viviendas en un<br \/>\n     sector de uso residencial.<\/span><span style=\"font-size: 11.0pt;\">&nbsp;<\/span><\/li>\n<li><span style=\"font-size: 11.0pt;\">Limitaci\u00f3n de la superficie \u00fatil m\u00e1xima de las<br \/>\n     VPP<\/span><span style=\"font-size: 11.0pt;\"><\/span>&nbsp;<\/li>\n<li><span style=\"font-size: 11.0pt;\">Limitaci\u00f3n del valor o precio de repercusi\u00f3n del<br \/>\n     suelo urbanizado en las VPP<\/span><\/p>\n<\/li>\n<\/ul>\n<p><\/p>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<\/div>\n<div style=\"margin-bottom: .0001pt; margin-bottom: 0cm; text-align: justify;\">\n<span style=\"font-size: 11.0pt; line-height: 114%;\"><span style=\"mso-spacerun: yes;\">&nbsp; <\/span>A veces, la combinaci\u00f3n de todos estos<br \/>\nelementos, que de forma aislada, son muy positivos, para las VPP, pueden ser<br \/>\ndestructivos para agotar la edificabilidad m\u00e1xima asignando unas superficies<br \/>\nunitarias en las viviendas libres que se salen de mercado y, tambi\u00e9n pueden<br \/>\nafectar al precio de la vivienda libre que aumenta al tenerlos que soportar.<\/span><\/div>\n<div style=\"margin-bottom: .0001pt;
